New US 301 Tariff Updates Effective July 24, 2026 – Important Guidance for Importers
U.S. Customs and Border Protection (CBP) has published new CSMS guidance together with official USTR announcements for additional 301 tariffs covering products originating from 60 economies.
All importers, online retailers and supply chain partners shipping goods to the United States need to understand these new rules to prevent unexpected duty charges and customs delays.
The new tariff requirements apply to all cargo arriving at US ports starting 00:01 Eastern Time, July 24, 2026.
Different surcharge rates apply based on the country of origin, with certain product categories excluded from these new extra duties.
- Goods manufactured in Chinese Mainland and Hong Kong will face an additional 12.5% surcharge (excluding specific listed HTS items).
- Products made in Vietnam also carry a 12.5% extra tariff, with stated exemptions.
- A 10% surcharge will be imposed on goods originating from Bangladesh, Cambodia and India, subject to defined product exclusions.
Note: Existing original 301 tariffs of 7.5% and 25% remain unchanged. The new 12.5% surcharge will stack on top, except for steel, aluminum, copper, auto parts and wooden goods, which are not subject to overlapping additional tariffs.
- Potential Exemption Window Shipments that depart before 00:00 ET on July 24 and arrive and clear US customs before 00:01 ET on July 28 can apply for exemption from the new 12.5% surcharge.
- Risk for Delayed Customs Clearance If your vessel’s ETA is recorded as on or after July 28 within the CBP system, authorities may retroactively collect extra duties and related fees, even if your cargo originally qualified for the exemption window.
- Attention to Customs Examinations If your shipment undergoes customs inspection and receives release after July 28, customs officers will follow the updated tariff regulations under Treasury Ruling 7501 before releasing cargo.
